Craig Toalson
Chief Executive Officer
Craig serves as Chief Executive Officer of the Home Builders Association of Virginia, a trade association representing over 3,000 member firms across the commonwealth of Virginia. Craig oversees all HBAV operations and board directed strategic initiatives, including government affairs, communications, membership, workforce development, HBAV strategic alliances, and the HBAV Insurance Agency. Craig regularly communicates with HBAV leaders and members to understand the needs of the industry and to provide members with the valuable tools and opportunities created by HBAV’s initiatives. Craig is a graduate of James Madison University and has achieved the Certified Association Executive (C.A.E.) from the National Society of Association Executives. Andrew Clark
Vice President of Government Relations
Andrew serves as HBAV Vice President of Government Relations. Andrew manages the HBAV government affairs and regulatory programs as well as the HBAV Build-PAC. As HBAV Chief Lobbyist, Andrew works with members of the Virginia General Assembly and Virginia’s regulatory agencies to ensure housing affordability is taken into consideration when policymakers craft laws and regulations for Virginia’s citizens. Andrew is a graduate of Gettysburg College. Prior to joining HBAV in July of 2017, Andrew served as the Director of Government Affairs for the Home Builders Association of Richmond and at the Virginia General Assembly as a legislative aid to a Virginia delegate. Emily Evola
Director of Member Experience and Events
Emily serves as the HBAV Director of Member Expereience and Events. Emily’s area of responsibility includes communicating the membership benefits, services, and value to HBAV members and local associations. Emily oversees the HBAV membership and retention programs as well as the HBAV Annual Report, HBAV communications platforms, the HBAV Keystone Club, as well as HBAV membership events. Emily is a graduate of Longwood University. Prior to joining HBAV, Emily worked at the VCU School of Business and George Mason University. Contact Emily at 804-643-2797 x1


Rhonda Tucker
Operations Coordinator
Rhonda serves as HBAV’s Operations Coordinator assisting the Executive Officer and the Vice President of Government Affairs in the day-to-day coordination and management of business operational activities. Rhonda is the staff liaison for our members to the HBAV government affairs team and members of the general assembly. She assists in meeting and event preparations as well as other association responsibilities. Rhonda works hard to ensure HBAV member’s needs are met through the many programs offered by HBAV.
