HBAV INSURANCE Benefits and Programs HBAV represents you during the Virginia General Assembly. Staff and committee members screen every piece of legislation introduced, for its impact to the industry. This year during Assembly sessions, matters of special concern to the industry will be reported on this web site. HBAV also represents you at various levels of the State Water Control Board, the State Air Pollution Control Board, State Building Code Technical Review Board, State Board of Housing and Community Development, State Conservation Commission, Virginia Housing Development Authority, and the State Department of Commerce. HBAV members often serve on the boards of these agencies and HBAV has worked with the State Technical Review board to obtain greater uniformity in the interpretation of the statewide Building Code. HBAV allows its members to voluntarily contribute a portion of their state dues to the HBAV Build-PAC. The Build-PAC enables HBAV to represent the building industry with support for candidates running for state office who support affordable housing issues. In addition, HBAV Build-PAC encourages builder and associate members to support the PAC with voluntary direct contributions. To learn more about making a contribution to the HBAV Build-PAC, or to print off a contribution form to enclose with your donation to the PAC, click here. Requests for HBAV Build-PAC brochures may be directed to HBAV via phone (804) 643-2797 or by e-mail hbavmail@hbav.com. HBAV offers members the chance to work on committees dealing with topics from the association's finances to its stand on governmental affairs or membership. Some HBAV committees and their functions are outlined below: Associate Members Committee: This committee consists of associate members who are responsible in helping coordinate sponsorships of various events throughout the year and are asked for their specific guidance on what associate members would like to see happen at the state level. HBAV Build-PAC Committee: The HBAV Build-PAC is a political action committee which serves as a voluntary, non-partisan non-profit, unincorporated political association operating as a separate, segregated fund of HBAV. The Board of Trustees for this committee are selected by their respective local association based on a specific membership formula annually. The trustees shall evaluate candidates for state office to determine whether they should be considered for a PAC contribution. The HBAV Build-PAC is completely independent of and not affiliated with any political party, political candidates or political organization. Education Committee: This committee consists of those members interested in locating quality educational programs for interested attendees and is responsible for planning the education programs for HBAV. They also explore the educational needs of the local membership to evaluate what seminars or programs could be offered to assist the entire membership. Finance Committee: This committee has jurisdiction over matters relating to the budget of the HBAV and provides general supervision of the administration of the budget and the reserve funds of the association after approval of the Board of Directors. Insurance Committee: This committee consists of those members who have a knowledge of the insurance industry. They seek and receive recommendations for insurance programs to be offered to the members of HBAV and evaluate current programs to insure their effectiveness for the members of the association. Legislative Committee: This committee consists of those members selected by each local association based on a membership formula and is the active body which meets weekly during the General Assembly to determine action on legislation affecting the home building industry. HBAV represents the entire membership by screening every piece of legislation introduced, and maintains a close liaison with other associations having similar interests, and members receive legislative reports through association publications. Membership Committee: This committee is a resource for the local associations and should help the local associations by bringing the local membership chairmen together for an exchange of ideas. NAHB programs are also promoted by this committee.
