What is HBAV Build-PAC?
HBAV Build-PAC is the Home Builders Association of Virginia Political Action Committee. It has been organized to provide financial support to candidates for the Virginia General Assembly and statewide offices.
Why is HBAV Build-PAC needed?
Every year the Virginia General Assembly and a wide variety of state regulators (Board for Contractors, DHCD, etc.) consider numerous legislative and regulatory issues that threaten the vitality of the housing industry. Such legislative and regulatory initiatives range from efforts to impose new taxes on every new home to restrictions on land use rights and growth.
Consequently, we need to help elect candidates to the General Assembly and statewide office who fundamentally believe that home ownership should remain a dream that is possible for every citizen of Virginia.
How does HBAV Build-PAC operate?
HBAV Build-PAC accepts a small percentage of your HBAV member dues as a funding base, and also solicits member builders and associates to further strengthen our political action coffers. The greater level of support we are able to contribute to pro-housing candidates, the more likely they will be elected to office.
Do contributions to HBAV Build-PAC have to be personal contributions?
NO! Virginia law allows both individuals and business corporations to contribute to state candidates and Political Action Committees such as HBAV Build-PAC. Please note - Build-PAC contributions are not tax deductible.
Who receives HBAV Build-PAC contributions?
Every dollar you contribute goes directly to candidates for the General Assembly or statewide office. The HBAV Build-PAC Trustees (appointed by the 17 Local Associations) decide which candidates shall receive HBAV Build-PAC support and the level of that support.
A candidate's understanding and support of our industry, as well as support of a sound business climate in Virginia, are the factors that HBAV Build-PAC Trustees consider when reviewing whether or not to support a candidate's contribution request.
How do the HBAV Build-PAC Trustees determine which candidates to support?
The HBAV Government Relations Team tracks the voting record of every member of the General Assembly on housing and business issues, and reports their findings to the HBAV Build-PAC Trustees. Non-incumbent candidates are personally interviewed about their understanding of our business. HBAV Build-PAC Trustees also accept recommendations from Local Associations.
Does HBAV Build-PAC favor Democrats or Republicans?
NO! HBAV Build-PAC is completely independent and bipartisan. All candidates are judged strictly on their positions on housing and business-related issues.
I support my own candidates... Why should I give to HBAV Build-PAC?
HBAV Build-PAC encourages builders and associates to contribute to local candidates; however, HBAV Build-PAC's statewide perspective ensures that every contested candidate that has supported our industry is helped in their campaign. When we give together, we have a much stronger voice.
How do I contribute?
IT'S EASY! Complete the contribution form and submit it with your personal or business check, made payable to HBAV Build-PAC or fill out the credit card information to charge your contribution in a single payment, two semi-annual payments or four quarterly payments.
How much should I contribute?
HBAV Build-PAC Trustees have established the following annual giving program:

| General Assembly Club | $1,000 - $1,499 |
| Governor's | Club $1,500 or more |
Members of the various HBAV Build-PAC clubs will be recognized throughout the year at HBAV Executive Committee meetings, Board meetings, the Annual Convention, and the Installation Dinner. Club members will also be featured in every issue of the Virginia Builder Magazine.
