The Stewart-Lee House Needs Your Help!

 

In 2001, HBAV acquired and renovated the Stewart-Lee House, built in 1844, to be the Home Builders Association of Virginia’s headquarters in downtown Richmond. During the Civil War, the house was the headquarters and home for the family of General Robert E. Lee. The 2001 renovation of the house was completed through member contributions to the HBAV Historic Preservation and Restoration Foundation and through contributions of labor and materials.

 

After 10 years of HBAV ownership, the Stewart-Lee House is in need of a major face lift! The fabulous front porch and all of the wood windows on the house have deteriorated, the HVAC system is in need of a major upgrade, the front fence needs to be rebuilt and the beautiful rear courtyard is in disrepair.

VDOT Reforms Connectivity/Sidewalk
and Traffic Impact Analysis Requirements

At the request of HBAV, the 2011 Session of the State Legislature     directed VDOT to review  and appropriate modifications to three (3) major regulations imposed during the Kaine Administration, which created unnecessary costs and created delays for the development and home building industries. The 2011 edition of the State Legislature also “terminated” the requirement VDOT traffic impact analysis, in conjunction with by-right residential and commercial development.

On Monday, October 19th, the Commonwealth Transportation Board (CTB) adopted the first of three (3) additional reforms. The two (2) other VDOT reforms seem set for approval by VDOT Commissioner Whirley in mid-November.

The CTB terminated the Secondary Street Requirement “Connectivity Index” and associated area type regulations, and replaced it with a much simpler connectivity requirement, with appropriate exceptions, appeals and waivers, which is designed to provide connections between existing and new residential developments and to relieve nearby minor and major arterials from unnecessary access.

The CTB also revised the associated SSR pedestrian accommodations and will now only require sidewalks on both sides of streets with an ADT over 400 that are located in a development with a median lot size of ¼ quarter acre or smaller or when the ADT for the Street is over 8,000. Sidewalks or the equivalent shall be provided on one side of the street for streets with an ADT of over 400 that are located in a development with a median lot size between ¼ acre and ½ acre or when the ADT for the street is between 2,000 and 8,000. No pedestrian accommodations will be required for developments with a median lot size greater than ½ acre.

The October 19th adopted VDOT SSR-Connectivity Regulations will also provide grandfathering flexibility for landowners. The regulations will become effective on January 1, 2012.

On November 11th, VDOT Commissioner Whirley is expected to adopt revisions to the VDOT requirements for a Traffic Impact Analysis (TIA) and their Access Management Regulation recommended by a Stakeholders Advisory Committee. Most important to HBAV members, VDOT will “no longer” require a TIA for a commercial or residential rezoning that will generate less than 5,000 vehicle trips per day. The current VDOT standard for residential rezonings is 100 peak hour trips and for commercial development, the current standard is 2,500 vehicle trips per day. TIA’s will also not be required for rezonings which are consistent with a VDOT reviewed local Comprehensive plan. Localities may still require TIA’s for rezonings.

The VDOT access management regulations were amended to allow for “low volume” commercial entrances. The effective of the TIA regulations and the access management changes is also January 1, 2011.

“Major Coming Changes to the IRC- Uniform Statewide Building Code”

The changes to the 2006 IRC-USBC will be incorporated into the 2009 IRC-USBC. Once finally adopted in late December or early January, builders will have 12 months to submit applications for building permits under the 2006 IRC-USBC or 2009 IRC-USBC. After the one year grace period, all new buildings in Virginia must be constructed under the provisions of the 2009 USBC.
